There are many things that can effect the size, power, and internal structure of a state. The size of the community can effect how powerful the state is. If need be, the state could assemble a large army to either defend the territory, or expand it. The area of land and what's in it can also be a factor. If the ground can be cultivated, then the people can grow food to trade and eat. If the government is organized then they will be able to keep control and apply taxes to it's people. If there's a leader to give directions, then there is order in the state, and people know more or less what to do.

I liked your idea of how the size can affect the state's ability to defend against enemies and protect the rest of their people. I think this is definitely true, and also affects, like you said, how much the empire expands. So, if an empire is big, it can continue to grow more easily, which will make it bigger and easier for it to expand! I also agree that land resources are important, and that a strong leadership is important because otherwise, an empire could just be chaotic and unable to provide for its people.
